I see nothing wrong with that CCTV picture, and I've touched up or altered a lot of digital images (for reputable reasons).
I'd add that if you wanted to insert someone into a scene like that, it would actually require MORE work to make a railing appear over part of him, not less. It's just a highly unlikely 'mistake' to make.

The CLG has also inspected this image. "The white-hatted man was apparently superimposed onto the photo. Not only is his arm 'behind' a railing that is supposedly several feet behind HIM, but also, upon magnification in Photoshop, part of the bar actually goes into his head. This was 'touched-up,' but pixels of his head mix unmistakably with pixels from the railing." --Michael Rectenwald.

I don't really know anything about it ( so please no one come down hard on me)........But if a cop is yelling at you to STOP and you keep running after the city was just attacked...well what can I say!!!!
One point worth remembering, they were in plain clothes.
If they truly were following him all that way from the neighborhood, onto a bus, into the train station .... and suspected he had a bomb ...
why on earth would he be allowed to board public transport? why wasn't he stopped well before then? why 8 shots? lots of suspicion on my part.
just think for a minute what was going through the poor guys head.
he was being followed by men he didn't know, he ran (as i would do)
He got on a tube train and was pushed to the ground and shot.
who knows if they would have acted differently in the circumstances.

Magic Railing?? you got me on that. I've heard of the JFK magic bullet though.
If you look at the guy infront of the railing guy, you'll see a white stripe on his ruck sac. Then a dark part of his ruck sac, before the background. The background is the piller in the distance, wich goes virticle on both sides of the railing, then you see the guy's elbow, of his bent arm.
If there was more light, higher resolution, and higher contrast you would see it clearly. Its a bit like those posters made from hundreds of other smaller pictures.
In actual fact, there is hardly any info in this shot, and it is you brain making it up.

Edited to add. If you look across the top of the railing after the rack sac, you'll see the merge I was refering to earlier. You'll also notice the 'ready breck'(sp) glow around them. - or maybe this is something for mulder and scully?????????

Thanks for that, but I think the picture you have provided just shows more clearly that the railing is going over the guy in front when it clearly shouldn't.
