I have no idea who/what CLG is, but whoever this is you're quoting has no idea what he's talking about.
You cannot 'magnify' anything in Photoshop. To magnify would mean that you are getting closer look at existing detail, which in this case doesn't exist in the first place. You can however expand any image in Photoshop all you like. If you have an image at one resolution, with a certain number of pixels, and want to create a larger version, with more pixels, where do those new pixels come from? Photoshop creates them. It has sophisticated formulas for how to do it, but nonetheless they are simply mathematical guesses at what should be there in the new, larger image. So it's no mistake that pixels look wonky upon 'magnification' - especially when you start with a relatively low-resolution original, which presents its own problems (as noted by someone else previously). In that case, 'magnification' would only serve to accentuate the already choppy nature of the CCTV original.
I see nothing out of the ordinary in that image. (Of course, this doesn't mean it isn't altered, since if it were, by someone with any kind of skill, the giveaways would hardly be the clumsy imaginary ones claimed by Mr. Rectenwald.)
