It would give someone that I wasn't typically attracted to a much better shot. It could make someone that is just a pretty girl move up to being hot.

some of these answers sound like they are from that book "The Rules". I say, first break all the rules! and yes, I think it is FINE to ask a man out on a date. I also agree that, at least with dating - the asker should be the payer. I've asked fellas out and vice versa. no big either way.
