You're right in saying that it's a 'societal problem', but when people are in leadership positions then those people are in positions of responsibilty. Especially towards the vulnerable.
Just recently the CofE recognised it's severe failings towards protecting children and have expressed remorse over it and a determination to change things.

As for Barbara, she's been involved with this for many many years. Ever since the feedback she had from the articles she wrote for Awake about child abuse and realised how horrendous the problem was. She knows what she's talking about!
