The elders use the "two-witness rule" even when they only have one person. The elders are the "two witnesses" then. It happens when any accused person is called to account and they are not believable. I've been serious all along.

It's NOT that there needs to be a change in the Scripture, or in Watchtower policy. The guidance is already there. It just needs to be applied. Here's some of what they COULD be doing, if it's NOT already being done in whichever given congregation.
"Work" is the Lord's work, not holding down a secular job. That's #1. After all, the Bible is a "Spiritual" book, first and foremost: Jehovah has already promised He takes care of His own. And that means we must all have faith, and work through the steps shown in 2 Peter 1:2-8. Which comes out with principled love, everytime. Which entails compassion, humility, etc.
If someone's not commenting in a meeting, there's sure to be an underlying reason. There should be someone marking who is actually there, not just a number written down that might be out one way or another.
There should be a recorded transcript of each and every meeting.
Someone with a quavering voice: there has to be a reason for it, maybe it's terror. Someone in the congregation should be following that up.
Someone not commenting that meeting. Someone in the congregation should be following that up.
Someone coming in bruised. Someone in the congregation should be following that up.
Someone having a hard time sitting. Someone in the congregation should be following that up.
Someone leaving before the meeting's finished. Someone in the congregation should be following that up.
Someone leaving right when the meeting ends. Someone in the congregation should be following that up.
Love means genuine concern about the welfare of others. Not being distracted because one likes to golf or play hockey or do some target-shooting or watch TV. Not when lives are at stake.
