However, I wonder if the lack of cards would prevent a congregation taking action if they were minded to do so . This quote from the Shepherding book came to mind

Because the card is the record of the person's activity as one of Jehovah's Witnesses, if the card cannot be located it cannot be proved that they ever WERE one of Jehovah's Witnesses and the cong would have no jursidiction.
