Is it free?
Sure,they have the internal legal department and staff representative of every level of the law profession but AFAIK they employ external legal firms, especially when engaged in the highly commercial nature of large property deals.
I get the point that if the cost of a legal process is low then starting proceedings is perhaps a more straight-forward commercial decision but I don't think there would be many large corporates who would be afraid of pushing forward with this litigation given the information available so far. Don't forget as well that they will also be paying for lots of reports to be produced by specialists. The legal element in preparing the ligation is only part of the work and costs required.
