I must admit...I had to read this information over a few times, and it still is not clear as mud. It sounds like the GB's strategy is to protect themselves from any Legal problems or attacks that would come their way. I'm not a lawyer, and I'm not sure how this gets played out in the Legal arena.
I am really going to watch this closely to see how it gets spinned, and how crafty the ORG tries to avert this legal challenge.
I really hope that this cripples the ORG's legal walls.

Local Needs: Low Hours
by breakfast of champions inthe local needs was about low fs time in the cong.
about 1/3 of publishers are averaging 4 hours per month.
that is unprecedented in our cong, a usually 'zealous' congregation.. my take is this: if you don't believe it yourself, why are you going to waste valuable time telling others?

On the Regular Pioneer Application, it states in the Elders Section to fill out. "If the publisher's hours have fallen below 10 hrs within the last 6 months, please explain why".
I can see them holding your wife back for a Regular Pioneer Application, but, not for Auxilliary Pioneering. They are being A..holes.

by citing the example of gideon, he taught that if we obey a foolish or wrong command in jehovah's organization, we are not blamed by jehovah.
this continues and intensifies the arrogant (and yes, satanic) idea that 'we can't be wrong'.

Shunning..... at Meetings ???
by IMHO incan someone explain why jws shun disfellowshipped ones when they are at their meetings (i.e.
making moves to come back)?.
i can understand why you may not want to 'socialize' with ones who do not share your beliefs.. but surely shunning such ones at the 'meetings'; assuming they are not there to cause trouble, is unloving; should they not be welcomed like the prodigal son.. true christians are known by the 'love' they show.

You are right, IMHO, we got distracted from the subject.
Your observations are good. We should be treating such ones like the father of the Prodigal Son illustration. That is showing the Christlike love that Jesus spoke about.
That of course is in a perfect world. JW's are not that perfect, and are in subjection to the application of the Governing Body's rules in each congregation. I suppose there has to be some rules. After all there may be someone that would like to disrupt the congregation and may live a double life. The early congregation had some examples of this. So perhaps there is a need to maintain some order for unruly ones.
However, for those who are down, and really feel bad about what they did, shouldn't be treated as ostracised and ignored. This shouldn't be allowed briefly, and especially allowed to continue for such a long time. It's not scriptural. It is a bullying and harsh tactic. What about those who have phobias such as in being with crowds? How inhuman this would be to such ones.
I'm afraid that there is no end in sight for changing this bad application of scripture. I only see this changing if the government authorites stepped in and forced the GB to ease up their control.

Is Disfellowshipping a form of Bullying?

i thought that subjec related so closely to the disfellowshipping practice.

I appreciated OODad's comments from the school environment and how much worse it is in the JW faith.
