Although it was wrong for the WTBTS to claim this i the '60s, '70s, and '80s, I'm pretty sure (correct me if I'm wrong) that most "experts" believed it too. Maybe not the '80s. IDK.
I'm inclined to think you are right. I remember a documentary on TV (wish I could remember the year, but believe it was early 70's) which dealt with the way rape victims were dealt with in court. It explained why many never took it to court because of the way they were mistreated. In one scenario the victim was asked about the length of her skirt, another was asked about her sexual history, another whether she undressed in her bedroom with the curtains open. The paradigm was often, "nice girls don't let themselves get raped."
