You are correct, there would be nothing in JW teachings violated by using the UN/DPI library. Their use of the library is not even the issue, although the letter I received from the Christian Congregation of Jehovah's Witnesses focuses entirely on trying to prove that point. They did not commit spiritual adultery, by their standards, by using the library. Their relationship to the UN/DPI changed materially in 1991 and the change in that relationship was maintained for 10 years, until 2001. They have been identifying the image of the wild beast with the U.N. for many decades prior to this significant change.
To illustrate the problem, consider this: There is nothing wrong with a Witness touring St. Peter's Cathedral. But, if there was a requirement that you must first apply to become an Associate to the Vatican it becomes wrong according to the teachings of Jehovah's Witnesses. Engaging in voluntary membership relationships with organizations that are under judgement by God is discussed on page 155 of the new publication, Organized to Do Jehovah's Will (od-E). It reads:
Concerning those who renounced their Christian faith in his day, the apostle John wrote: “They went out from us, but they were not of our sort; for if they had been of our sort, they would have remained with us.” (1 John 2:19) For example, a person might renounce his place in the Christian congregation by his actions, such as by becoming part of a secular organization that has objectives contrary to the Bible and, hence, is under judgment by Jehovah God. (Isa. 2:4; Rev. 19:17-21) If a person who is a Christian chooses to join those who are disapproved by God, a brief announcement is made to the congregation, stating: “[Name of person] is no longer one of Jehovah’s Witnesses.” Such a person is treated in the same way as a disfellowshipped person. The presiding overseer should approve this announcement.
You might consider the following questions, in view of this organizational stand:
1) Is the UN Department of Public Information (UN/DPI) a "secular organization?"
2) According to JW teachings, does the UN/DPI have objectives contrary to the Bible?
3) According to JW teachings, is the UN/DPI under judgment by Jehovah God?
4) Does "to Associate" mean "to join?"
5) Does the act of applying indicate a choice?
6) While they obviously did not join the UN (they can't), did the Watchtower Bible and Tract Society choose to join the UN/DPI?
7) Is the UN/DPI disapproved by God?
8) Did the Watchtower Bible and Tract Society of New York, Inc. "choose to join those who are disapproved by God?"

re they above their own standards? (Romans 2:1, 2)
I think this line of reasoning is well founded on their own publications. Of course, you are free to make your own determination of the merits of this viewpoint.
