You need to report this to the RCMP and ask if they think INTERPOL should get involved.

If it is a hoax, the RCMP will be able to determine the origin of the message, and since it isn't YOU, you won't be charged with anything. I know the RCMP has some computer forensics people in Vancouver BC, and they probably have other computer forensics specialists in other areas.

I don't think you need to get your lawyer involved. ($$$) This is simply your civic duty. Once you've reported it and given the authorities the information they want - or discovered that they aren't interested - you've done your duty and can do no more. Rest easy, with a clean conscience.

I would recommend that you not call this guy on the phone. While it sounds like he has a legitimate beef about prayer not working, he seems very angry and murderous. If he really wants a cure, there is one. It is castration. This was actually done here in canada by the govt to a pedo. It may have been a chemical castration. You could email him back on the cure, if you want

Keep in mind that being a phedophile is not a crime in itself. It only becomes a crime when you give into those urges and start abusing children. This man sounds like he's sincerely trying to stop from giving in so perhaps what he needs is a good psychiatrist more than anything.

That being said, if he has molested and/or killed children in the past then this defenetly should be put in the hands of law enforcement. See if you can locate a number for a police station in Kiev and explain the problem to the locals. I have heard that Russia has radically different laws on child abuse and the age of consent than most other countries do.

I'm glad you decided to pass this along to the authorities Quotes. Good call.

Now let them determine its legitmacy. Anymore emails from this 'person' should be included to the police as well.

I'm with you, part of me is saying "this has GOT to be a hoax..." but another is saying that it just can't be--especially in view of this disturbing comment:

    1) That is a big "IF" ! Doesn't really apply in my case because I was never caught and none of my victims ever lived long enough to tell the tale. So what happens if not?

I'm glad you are forwarding this to the authorities. If it's real, maybe something can be done. If it's a hoax, I hope they smack this sicko down so hard it he'll feel like it was real.

Hoax Forward to the authorities of course, not that there is anything at this point they could or would do. 99.9999% chance it's a hoax, but in any case, it's out of your control beyond forwarding to authorities.

It also strikes me that his use of "theocratic language" (and language in general) is rather western, i.e. American or Canadian.

So does he imply that he has killed his victims.

Anyway, this sounds like a hoax. But definitely reporting it to your police buddy and hopefully making a trace would be advantageous.

If you find out it is a hoax in the form of theocratic warfare by an idiot dub, his ass can be in a lot of hot water for this type of threatening e-mail.

Do the headers in the email indicate that it originated on a server that makes sense? Even if he's using Yahoo or something, it will probably have a "X-Originating-IP:" header or something like that you can check out. But it would mainly be for curiosity's sake. Let the authorities handle it.

AA: the headers indicate a European source. Without revealing the IP, their netblock (83.0.0.0 - 83.255.255.255) is owned by RIPE NCC (located in Amsterdam).

Using http://www.ripe.net/whois to search RIPE NCC's records, they indicate that the specific netblock belongs to an ISP in Kiev:

    address: ISP Intercom
    address: Stadionnaya Str., 6, Kiev,
    address: Ukraine

So, the email's IP matches the country/city code in the phone number.

If this is a hoax, the hoaxer is indeed in Kiev.
