Contrary to what some have suggested, I feel that requiring Elders (and possibly MS's) to be some sort of pioneer is not that far fetched. Maybe even a new category of pioneer.
It would simply take a new pronouncement by the GB that "teaching" includes preparation time for meetings, service and related theocratic activities.These hours would then be counted as preaching time (which probably they should be anyway).
Not really that far fetched. I recall when they were building KH's that pioneers could count time when involved in construction activities.
Then they could brag about the increase in pioneers.

Make Elders and MS report the time spend shepherding and taken care of Cong. activities so the RF take note and appreciate it more ....but wait....they have put emphasis on simplification -
