I don’t know how everybody else feels, but am I supposed to feel sorry for these elders?? Sorry, but I don’t.
Of course, it might seem it’s all very unfair because they were just following orders.
The fact is that in all ways the elders are upholding the religion’s teachings. For instance: elders who secretly plan for their own retirement but yet preach the religion’s pushing poverty from the platform, thus dooming gullible individuals there to poverty in older age.. They had to have known they were dishonest lying rats for preaching hypocrisy!
With regard to the recent CSA scandals, any elder with an ounce of intelligence should get the hell out - and possibly get a lawyer as well because they may need one!

I was referring to such a directive which explicitly asks elders to summarily destroy all CSA documents from the confidential file and which an elder can produce in court when asked.
Regarding the 2020 letter you have posted, the WT has defended its document retention policy:
Mr Frank’s actions are all the more disturbing considering that we have unequivocally explained to the Inquiry the document retention policy of Jehovah’s Witnesses concerning CSA allegations. As stated in our letter dated 25 September 2019, information concerning CSA allegations are marked “Do Not Destroy” and are kept “indefinitely.” This is confirmed in Mr Gillies’ 2 December 2019 witness statement (paras 78-79)
In other words, prior to making his live-stream video allegation, Mr Frank should have been well aware that the Britain Branch Office had not destroyed its CSA records and, instead, had fully disclosed to the Inquiry its CSA records and that Jehovah’s Witnesses were the only religious organisation to have disclosed its CSA records to the Inquiry prior to the opening of the present investigation.

As regards his participation in the CSA case here, did Gerrit Losch use it as an opportunity to comfort and shepherd and build up the flock?
Nope. He said under oath that he doesn't have a say in the policies in the organization.
Jesus said to shepherd his little sheep. These guys throw the sheep under the bus and then try to hide behind the legal departments.
The GB/FDS don't follow Jesus. The GB/FDS are not shepherds, they are liars. They're like the "hired man" that abandons the sheep. It doesn't matter how many legal departments the WTBT$ tries to hide behind. It is very clear that the "light" in them is really "darkness".
