Funny, I thought about Mayor Daly when I first saw the thread title.

But my nomination would be Robert S. McNamara - started (and messed up) the Vietnam War, ended production of the 55-57 classic 2-seater Thunderbird, and personally ordered the end of production (and destruction of the tooling for) the record-setting SR-71 Blackbird spy plane.

Honorable mention to Richard M. Nixon who lost the presidency simply for being a bald-faced liar.
