The land use designation will matter, the traffic and environmental impacts etc will all influence whether or not they can get the permission to build. However, the fact that they are simply obnoxious generally will not. Freedom of religion and all that. And its a good thing. But in some of our local congs they have 3-4 groups meeting, and that would highly impact nearby community roads and traffic. That is probably the best defense. If it is a totally new hall to the area, they may only have enough for one group, but in one I went to in NJ they had two actual halls on site and several congregations. HUGE amounts of traffic.
