Yes they do in gated communities, military bases, security apartments/condos, and people who are never home.

Do dubs do field service via telephone?

They do it when they can't get access to your door, such as in locked apartment buildings. I've never heard of them phoning a house that they could simply drive to. Most JWs I knew absolutely hated phone witnessing™.
