    Who is always the subject of a verb:

    John is the man who does the most meticulous work.

    Who will be the first to give up?

    He is the person who we think will win the prize. ["we think" is parenthetical]

    Whom is the object in a sentence/the object of a preposition:

    Grandma is the one whom I love the most.

    To whom will you offer the first rose of spring?

    WHEN IN DOUBT, USE WHO!
