Senate Bill 360 requires Clergy to Report Child Abuse and Neglect Under Any Circumstancess. Although current law includes clergy members in the list of 46 professionals to report, the law also exempts clergy from such reporting if they gain their knowledge or suspicion of the crimes during “a penitential communication.”
SB 360 would remove that exemption.
SB 360 is NOT TARGETING JEHOVAH'S WITNESSES OR THE WATCHTOWER ORGANIZATION PER SE. SB 360 is targeting ALL religions.

The facts reported occurred 10 years ago. The victim was then 18 years old and her alleged assailant was her boss in the company where she worked. According to her testimony before magistrate Teresa María González Márquez, the man forced her to have sexual intercourse repeatedly for a year. He, 52 , was married and also a member of Jehovah's Witnesses.

D.C. attorney general proposes making clergy ‘mandated reporters’ of abuse
January 23D.C. Attorney General Karl A. Racine is proposing legislation to add clergy to the list of “mandatory reporters” who must tell authorities about suspected child abuse or neglect, the latest fallout from a growing clergy sexual-abuse scandal in the Catholic Church.
If the bill is approved by the D.C. Council and Mayor Muriel E. Bowser (D), pastors, rabbis and other clergy would be required to report suspected abuse to police or to the Child and Family Services Agency, as well as the leaders and boards of directors of their own religious institutions.
Racine’s bill also would increase penalties for failing to report abuse and require all mandatory reporters — clergy, teachers, health-care workers and others — to attend training on their responsibilities under the law.
Mandatory reporters would face fines of as much as $2,500 and 180 days in jail upon the first failure to report. Survivor advocates have said training and penalties are an important part of making such requirements effective.

By Julie McMahon | Posted January 28, 2019 at 06:00 AMDecade-long battleSurvivors of child sexual assault will earn a victory today as legislators move to extend New York’s statute of limitations to give child sex abuse victims more time to sue and pursue criminal charges.
Advocates have been working to advance the Child Victims Act over opposition from groups including the Catholic Church and the Boy Scouts of America.
Bills passed in the Democrat-controlled Assembly the last two years, but the Senate refused to hold a vote. As Democrats took control of the Senate this year, advocates were optimistic the bill would finally pass.
Democrats have moved quickly in January to pass multiple reforms. The bill’s sponsors, Assemblymember Linda Rosenthal and Sen. Brad Hoylman, both Democrats from Manhattan, announced last week it will be up for a vote in both houses today.

As president of SCAARS, (Stop Child Abuse – Advocates for Reform and Safety), a non-profit lobbying corporation, I’m writing to inform you that arrangements have been made where abuse survivors can speak with policymakers at the California Capitol in Sacramento, specifically on January 15th and 16th. (Also, plans are in the works for similar meetings soon after.) Please note that meetings or discussions will not be media events, but will be private discussions. Capitol protocol will be observed at all times.
Inasmuch as the serious and lasting effects of child sexual abuse are best explained by those who have been harmed, discussions will be centered on ways to prevent the crime of child abuse, which is also a “public” safety issue, and about how abuse victims can begin the healing process.
If you are an abuse survivor who would like to add your voice to this effort, please send an email to scaars.org@gmail.com. Your response is needed ASAP as the January 15th and 16th schedule is filling up. Please note: To be part of any of these events, it will be by “invitation only.” If you’re interested in attending, in the subject line of your email please write, “Abuse survivor willing to help SCAARS bring change.” Include in your message a brief description of your experience. Incidentally, policymakers appreciate hearing suggestions for remedies, so if you’re invited to participate, please feel free to offer your ideas. And keep in mind that anything discussed will remain confidential.
As a suggestion, please visit scaars.org where SCAARS efforts are outlined, such as seeking to improve the laws pertaining to child abuse, mandatory reporting, the applicable statutes of limitations, as well as court outcomes in the judicial process.
Presently, SCAARS has a specific bill intended to increase mandated reporting of child abuse occurring in religious institutions. SCAARS will also support a variety of bills to improve such culturally related problems as sex trafficking, child pornography, abuse in the Foster Care system, sexual harassment, creating child safe cultures, healing the mental and physical harm caused by abuse, and related civil rights infringements.
Even if you’re not from California, or did not experience child sexual abuse, your voice is a valuable asset to bring about change. To show support for SCAARS efforts, write in the subject line of an email, “Willing to support SCAARS.” Make it known if you would like to be an advocate supporting the cultural changes needed to protect children and heal survivors, this through positive legislative changes in the State of California, the United States, and eventually, around the world. SCAARS lobbyists can’t do it alone – We need you to send scaars.org an email expressing your interest and support.

sparky1 - good question. I'm sure we will. Right now we're so busy with lobbying work that we don't think about money. Will though because we have plans for the future to take our message to legislators all over the US. All SCAARS lobbyists will not get paid, but in time we'll need attorneys, etc. You can reach me through my website, Watchtower Documents if you'd like to talk. One thing that you and others need to know, whatever money is donated to a non-profit lobbying organization is NOT tax-deductible.
