Will though because we have plans for the future to take our message to legislators all over the US. as you are all aware the elders are instructed that when they come across a case of “child sexual abuse” they have to call the “legal desk” / “legal department”.
prior to 1993 this was the policy that as an elder we had.
do you know when this policy was introduced or started and what was the history behind it?.
In a July 1989 BOE "Legal" letter, elders were told to call the Legal Dept. when an accusation of child abuse was made. Also, the Child Abuse Telememo secret form that I discovered in court documents in 2007 was printed at headquarters to begin to use beginning in July 1989 by an attorney in the Legal Dept to fill in when elders called in with an accusation of child abuse.
In 1991, the GB ordered that the Service Dept. share with the Legal Dept. any accusations that came into Service Desks about child abuse. Before that Service was keeping that info from Legal. Too many times up to that point, Legal found out about accusations of child abuse when a lawsuit was filed and that had to change.
If you want to learn when the instructions went into effect that JWs go to the elders rather than the authorities when "criminal" wrongdoing was committed by a JW, read the long, "boring" article that I wrote and posted on my website last year. This rule began to take form in 1968.

Sarah Brooks was 17, riding in her dad’s pickup, when she told him.
She had always been a daddy’s girl, she said. She was a tomboy growing up, playing with the boys, and later, when she could wield a wrench, working on cars with her dad. After some detours in life, she would work as a welder. She liked working with her hands, and she and her dad were close.
It was hard to tell her dad. She knew what had been happening to her was wrong. She knew that it needed to stop. She felt deep shame and deep guilt. She was the victim, but still, she felt that what had happened to her was her fault, that she was a horrible, dirty person. She knew there would be consequences. The people who did those things to her had warned her not to tell, they said that if she did, she would be ruining lives and that nobody would believe her and that she would be the one to suffer in the end.
Still, she needed to tell. It was wrong. Something had to be done. So, she told.
Sarah told her dad that Joshua and Jennifer had sexually abused her over a period of months, starting when she was 15. Joshua was Joshua Caldwell, a friend from church. Jennifer was Jennifer McVey, married to Sarah’s brother and having an affair with Caldwell. Caldwell was 12 years older than Sarah; McVey, six. Sarah had been working for the couple cleaning out houses that were in foreclosure.
She had met them through their church, the Yorkana Kingdom Hall of the Jehovah’s Witnesses, and thought that working for them would be safe and good, the church being a close and cloistered community.

To hear Hollis, now 28 and living in Wellington, talk of the ordeal that tormented him for years during his childhood in England, it is remarkable how matter-of-fact he is.
But he is the first to admit he has a vendetta against his former church.

The Spanish government has announced that it is going to present a reform to the Criminal Code so that sexual abuse cases involving minors have no statute of limitations, thus putting pedophilia offenses on the same level as terrorist attacks and genocide, which are the only other crimes with no time limit.
The deputy prime minister, Carmen Calvo, conveyed the news on Monday to the secretary of state at the Vatican, Pietro Parolin, during a two-hour meeting between the two in Rome. The Socialist Party (PSOE) politician also broached other delicate issues in terms of state-Church relations, including tax benefits for bishops and land and properties claimed by the Catholic Church in Spain. The meeting came at a particularly uncomfortable moment for the ecclesiastical hierarchy, given recent news stories published by EL PAÍS that prove that the institution silenced sexual offenses committed by the clergy for decades, despite having knowledge of them.
