As has been observed in Western congos, the decline is real.
USA is 12.475 % less -2015 vs 2014

There has been some fluctuation in the USA and territories memorial attendances in more recent years, as the following year-by-year review shows:
2010 2,505,679
2011 2,563,518
2012 2,502,055
2013 2,504,114
2014 2,610,810
2015 2,578,240.
The attendance for 2011 was a relatively large increase over 2010 but was followed by two years of relatively large decreases. Then in 2014, it increased again to more than 2011, and while this year's attendance is a marginal decrease compared with 2014 it's still more than the attendance of 2011 (2,578,240 vs 2,563,518).
This review demonstrates the value in seeing the number of attendances over several successive years.

Yes - I think it's pretty well established that the day of the week makes a big difference to the numbers. Memorials on or around the weekend will usually get a bigger attendance.
