My feeling is the CO got caught up in something that could be very embarrassing to the circuit- like being stopped for drunk driving or picking up a hooker-
that $10,200 is needed to pay for the cost of getting him out of hot water.- doing it on the sly is an attempt to keep the WT from being connected to the crime.

that you didn't commit the traffic violation that your accused of.
It supersedes police records, eye witness evidence and seals such
information as not open for public viewing or media reporting.
The $200 could be for court fees, and maybe the extra $4,000
is for bail bonds & attorney costs. Who knows, lunch included?
Total CO's visit costs and special trip to preach to local officials, $10,200.
