Its a difficult subject. First because there is no real agreement as to a legal age. Second because the clear physical marker of sexual maturity (as opposed to emotional maturity) is puberty. Third because many other facets of human nature become factored in to this question, most obviously the guilt and shame associated with sex in Christian influenced societies.

Much more clear thinking is required to understand the issue, at present the problem seems to be festering. In some places parents have been stopped from photographing their youing children in sports area and swimming pools. This seems to be verging on paranoi.

A Catholic scholar name Richard Sipe has a helpful web-page that may provide more information for you. The site covers many aspects of sexuality within the Catholic church, but you can sort out those that examine paedophilia. I wont say much more, as its betgter to read it in its entirety, though I will comment on the fact that Sipe claims up to 10% of Catholic clergy have a problem with an unhealthy interest in underage children. It is difficult to say whether 10% is a general figure applicable to all communities or whether it is speci9fi9c to the church, as a result of the churches enforcement of celibacy for clergy. And obviously there is an element of psychopathy involved also. For an adult male to rape (?) a 2 year baby girl (as sometimes occurrs) is beyond understanding.

There are also a number or academic studies carried out on the problem. Use google scholar to track them down. You may need the assistance of a good library to be able to read the listed research papers.

btw, Sipe says that the earliest evidence of the problem in the church goes back to the early days. He cites two documents as quoted below.

St. Peter Damian wrote to Pope Leo IX in 1049 Of Clerics or Monks Who Are Seducers of Men (Letter31) He quotes Basil of Ancyra (329-379): "Any cleric or monk who seduces young men or boys, or who is apprehended in kissing or in any shameful situation, shall be publically flogged and shall lose his clerical tonsure. Thus shorn, he shall be disgraced by spitting into his face, bound in iron chains, wasted by six months of close confinement, and for three days each week put on barley bread given him toward evening. Following this period, he shall spend a further six months living in a small segregated courtyard in the custody of a spiritual elder, kept busy with manual labor and prayer, subjugated to vigils and prayers, forced to walk at all times in the company of two spiritual brothers, never again allowed to associate with young men for purposes of improper conversation or advice,"

No doubt, that increased furtive behaviour, but I doubt that it fixed the problem.

Since it cannot be cured many states have laws that allow pedophiliacs to be civilly commited after they serve their prison time. This is something I whole heartedly support. Just as we feel no mercy for psychopathic killers neither should we be merciful to pedophiles.

Well, the thing is, if many of them are born w it, then it's not really their fault. Naturally, they shouldn't be free to molest, but still, wouldn't they merit some kind of humane treatment?
