The fact is, if someone regularly goes to the meetings then they are seen as being a JW just as someone who attends church is 'seen' to be a Catholic or Protestant or someone attending prayers a Muslim.

Let's give the Borg the benefit of the doubt here and assume that this guy is not an "active" JW anymore. So what? At least some, if not most of the rapes would have happened while he was still an 'active member in good standing'.
