Absolutely! I think everyone knows somebody in the congregation who was sexually abused by a Witness authority figure (I know several), and most of these did not even report the matter to the authorities. It's part of the ingrained JW culture to avoid doing or saying anything that "brings reproach on Jehovah" (which means anything that could cast the congregation/Society in a bad light). Also there have been plenty of instances where victims (or their parents) were discouraged from reporting these cases to the authorities.
So even though the current official position of the WTS is that victims are free to go to the authorities, we all know that such action goes against the JW intense pressure to avoid "bringing reproach."
