The problem (one of many) for the WT is that their entire internal structure - that of an insular, authoritarian high-control group - is essentially the root of what fosters the problem.
To fix it, they'd have to pretty much rebuild the Org from the ground up, which from their perspective, is impossible, because it would be tantamount to admitting that the entire system was fundamentally flawed, and therefore could not have been God's Earthly Organization in the first place.
