You want solutions? Let's say for N. Korea and Iran.....cheap, inexpensive and to the point, debilitating actually.
Just get the OK from the UN security counsel, fly a couple of planes over the reactors, bomb the shit out of them, and voila, they'll have to start all over from scratch. Just warn the population ahead of time so they can get out of the way, if they don't then that's their problem.
The same would've applied to Iraq, you knew where the labs were (according to Powell). So why go through the whole process of bringing 130000 men to do a job that a couple of jets could've taken care of in a week end.
But of course, those solutions are really too simplistic.
