In short, the point of such articles is to provide plausible deniability. They can go into court with their heads held high and say "Look, we never told (Mrs. TroubleParent) that she had to hide her child's abuse from the authorities, and could only take it to the elder body, just because the accused is an elder. Never says that ANYWHERE in out literature."
And they'd be technically correct. THAT's the point of 'plausible deniability'.
Does anyone, reading these articles, get the feeling the watchtower is even making a serious attempt at routing out the problem? Let alone tearing at it with the furvor they show when routing out 'independent thinking'.
