the instructions for the campaign clear out that "interested" people are not just those whom we visit often or have bible studies with.
it includes and random stranger we may talk to and who may show a hint of interest on the religion.
Smells like desperation.

WT has started to put a No Crawl to keep bots off their sites, so it doesn't always work.

Because they're not? And, you know what? Particularly with a huge, multi-lanuage website such as the WT have - Google sometimes kinda needs some help so they can include useful pages of content in the google index
There are two things here:
Firstly - they're using a file protocol 'robots.txt' which keeps search engines like google from indexing certain parts of the website - this is normal - WT are basically stopping google from indexing 'back-room' junk and multiple instances of the same content hence the file is:

Secondly - and perhaps more importantly in your specific case....
WT is using the 'Sitemap' protocol - that is a file that includes links to all the content pages that WT wants to make sure ARE IN google and are searchable / findable.
They seem to have a sitemap for each language.
For the english sitemap - notice the example specific content pages that WT is telling google are IMPORTANT and should therefore be included in google making them seachable and findable:
