The new Jehovah’s Witness Kingdom Hall on J M Turk Road in Flowery Branch implements a new construction design.
A large plot of land on J M Turk Road in Flowery Branch was once covered by a forest, but has been cleared away in the last year to make room for a new Jehovah’s Witnesses’ Kingdom Hall. The hall opened in May after eight months of construction, said one of the congregation elders Robert Rankin.
The Flowery Branch kingdom hall was designed with a more modern, "educational center look," Rankin said. "This is the new design," he said. "You used to build them with a more residential look, with the sloped roof, you know. But in the long run, this outlasts that." His wife, Mary Rankin, said it is a commonly used international design, because it meets codes in just about any part of the world.
Robert Rankin said the facility is made of absolutely no wood, which saves time in construction because nails don’t have to be driven into planks. And the building’s flat roof allows air conditioning and utilities to be stored on top. The hall also has a dehumidifying system to help keep the temperature comfortable, Mary Rankin said. "I always have a problem being too cold," she said. "But this is great."

I used to attend Portslade congregation when they had the hall next to the railway bridge. At the time the congregation seemed pretty active how things change.

One of the problems they had was that Hove congregation was pretty small and getting smaller. Disbanding two congregations and merging them in with Hove and another one (can't remember which this was) not only boosted the size of Hove but also allowed them to free up some property in a prime area of Brighton.
That would seem sensible - the two exisitng halls being used are only five miles apart anyway, and the third (old) hall is directly in the middle.

The Reynolds Road hall, while being further West is still pretty well located for central Brighton including for buses etc - I believe it was rebuilt in the early 2000.

It all seems a bit odd - the congregations are told to basically remit all their donated funds to the Society other than essential minor "day to day expenses" yet they are expected to stump up additional money to pay for all of this video equipment.
No, it's more complicated than that - and the letter is not particularly well wriiten IMHO - hence the postings above
I gather from the letter that the equipment is being provided at 'no direct cost' but rather by 'indirect cost' via the congregation's pre-existing monthly resolution to the world wide work, which WT would hope could be increased a bit if the congregation benefits from the WT supplying the latest equipment - hence:
All previously supplied and any future video equipment obtained is covered from contributions toward Kingdom Hall and Assembly Hall construction worldwide. Therefore, some bodies of elders have updated their monthly resolution for Kingdom Hall and Assembly Hall construction worldwide as an expression of their appreciation.
Obviously they don't want every Kingdom Hall to start ordering brand new equipment, hence congregation's can't just order the stuff, but need some authorization
in requesting approval from the Local Design/Construction Department (LDC).
If the Kingdom Hall wishes to obtain equipment themselves outside this arrangement, they still need authorization (presumably to stop congregations just ordering new TVs when they want) - but because this needs to be paid for directly, a resolution would then be required.
If the bodies of elders receive approval from the LDC to purchase video equipment directly from a supplier, a resolution to pay for the cost of the equipment using congregation funds should be passed by all congregations using the Kingdom Hall.
I suspect that having the LDC in overall charge would enable them organize some kind of re-use of older equipement (ie smaller TVs?) in either smaller halls, or in classrooms, where previously there wasn't a TV.
That's happened before with chairs hasn't it? A kingdom hall has had new chairs, and the older chairs have been reused by another hall?
