Competitive, self-policing, and loyal til death, all at no cost to the printing company. Self use is a proven strategy, by making the publisher believe they will die without their monthly subscriptions; that they are above all who do not subscribe; and the more people the get on their sign-up sheets, the bigger their treasure in heaven will be not only assures financial success at the top short term, but can also be named as beneficiaries of the most loyal estates.

Actually, only old or disabled people with prior approval of the elder body are allowed to report 15 minutes a month and be considered active. Any publisher can report 1 hour every 6 months and be considered active without BOE approval. I don't like giving non-JWs the idea that just any JW can turn in 15 minutes and be considered active. Also, the person must turn in 15 minutes for 4 months (to make an hour) before the congregation sends it to headquarters. In my last congregation, no one qualified for this special dispensation.

Ozzie, acceptable to whom are you asking? 15 minutes/month is acceptable to the WTS but only if they continue to put 15 minutes in for the next 3 months, then an hour is sent in. Our best is all that God asks.
I wonder how they handle JWs in a coma?
I just don't want to give the impression that there are hundreds of healthy JWs out there turning in 15 minutes a month and being counted as an active JW.
What is more likely is there are hundreds of JWs turning in an hour that haven't spent even 15 minutes talking about the WTS.

The entire Witness thing of "counting time" is a farce... and EVERYONE knows it.
It reminds me of the old Soviet numbers... remeber that... they ALWAY INFLATED everything that could be counted....
