    The carts are the brainchild of one of the gb so that their old ladies could get service time in without door to door. Spy machines...................lol.

    IMO, it serves a two-fold purpose...

    ...it's an incentive for loyalists to remain faithful and obedient, and therefore, get easy duty. As far as the higher-ups are concerned, the potential of trolly-workers encountering "apostates" who present them with damning information is worth the risk... the loyalists who get cart duty are more able and inclined to ignore said information, after all, simply due to being loyalists...

    ...transitioning to trolly and park-table work is - admittedly - a potentially effective means of mitigating any increasing accusations that "JW pedophiles are knocking on your doors trying to recruit your kids".

    The carts were started mainly to pad the statistics and give elders and pioneers easy FS time. It's like turning an RV into a "Bible study" by just reading one biblical passage and calling it a "doorstep Bible study." It's just more smoke and mirrors.
