This was the Rome GA assembly hall. I remember the letters stating how much was collected $3 million then back in 2013 they canceled it and sent the money to the WWW.

Most JWs follow their organization's instructions when making donations; specifically, JWs have been instructed not to state what the donation is to be used for. This gives JW organization an out for siphoning off the donations that were orginally intended for an Assembly Hall construction program but whose individual donations did not state as much.
