It is a possibility. However, most ISPs do not enforce the use of a proxy. Some major ones do, like AOL, but they usually have many proxy servers so it is not too likely that two users would use the same proxy in such a close time period.

No..you can't do that because you don't know the actual IP address. The addresses shown on this forum have been obfuscated.

Yeah, but you also have to check to see if it's in a pool of dynamically assigned addresses. It may not be completely obvious if an IP address belongs to a proxy or is in a dynamic address pool.
