    If it is a crime, report to police.

    If it is a crime of abusing a child or the elderly, the law in most US states requires you to report reasonable suspicion of such acts. Many states make "every person" a mandatory reporter of abuse. And since the WTBTS considers not only elders but also baptized publishers to be ordained ministers, they all are mandatory reporters in virtually every US state.

    Approximately 28 states include clergy as mandatory reporters : Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Georgia, Illinois, Louisiana, Maine, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nevada, New Hampshire, New Mexico, North Dakota, Ohio, Oregon, Pennsylvania, South Carolina, Vermont, Virginia, West Virginia, and Wisconsin.

    Mandatory reporters usually refers to people acting in a professional role to do with children. This could refer to elders but would not refer to others in the congregation who have no appointed role.

    18 states (and Puerto Rico) require any person who suspects child abuse or neglect to report it : Delaware, Florida, Idaho, Indiana, Kentucky, Maryland, Mississippi, Nebraska, New Hampshire, New Jersey, New Mexico, North Carolina, Oklahoma, Rhode Island, Tennessee, Texas, Utah, and Wyoming. These are not "mandatory reporters" which particularly refer to professionals, but would include every adult whether in the congregation or not.

    Even children if they are publishers and do D2D witnessing and are baptized are ordained ministers.
