Yes they bypass any inactive, DF or DA ones. They also bypass any non JW homes if word has gotten back that the householder was "argumentive". They misapply 2 Timothy 2:23, "Turn down foolish and ignorant questionings, knowing that these produce fights." They think this applies to anyone who tries to reason with them from the scriptures instead of just accepting what they are saying.
