If for whatever reason the victim told an elder first, then I agree that that elder should report it (especially if it was mandatory law to do so, which is why all states should all have such laws) but if an elder was not told first, then whoever was/is should be the one/s to do so.

If the parents tell the Elders and no one tells the police, all of them, the parents and the elders should face legal concequences for not reporting.

The mother Ivy had knowledge that her step father abused her sister and brother but she still delivered alexis to him and provided him the opportune opportunity to abuse her. The court record confirms as soon as Ivy stopped using her mother as a babysitter the abuse stopped. Ivy makes the claim that she listened to the elders actions thinking he was cured but that would be the only thing she listened to elders about. She used her mother as a babysitter because she didnt want to spend money for a safer alternative. How is this not exclusively her fault.

    How has this case resolved?

Stephane - "...why when abused not go straight to police?"

Because then the accusation, arrest, trial, and conviction all end up a matter of public record...

...and therefore way harder to dismiss as "apostate-driven lies".

And then when more and more cases start adding up, with no sign of stopping...

...the insistence that the WTS is "God's Exclusive Earthly Organization" becomes increasingly undermined.

    And when that's eroded away...

...there's virtually zero incentive to stay.

Data-Dog - "I believe that the WTBTS has had its historic victories because the general public didn’t really know what they believed and what issues they had..."

    Partly.

More than that, though, they Org also quite shrewdly picked their fights based on a fairly clear bead on the legal climate in any given area, and the likelihood of victory in said area.

johnamos - "...why do most here always blame the WTS/elders for not reporting, instead of blaming the ones who reported to the elders to begin with?"

Because the WTS/elders - passively or actively - discourage them from reporting...

...and JWs who don't "follow the direction of those taking the lead" experience negative consequences in virtually the only support system they have.

Absolutely. Simple as that. Reporter law or not they will not report for that simple reason. The parents fear DF for bringing reproach, brazen conduct or whatever the current buzz words are now. The elders fear going against direction because they will loose their position.

Its just not a simple as going to Satan for help and ignoring gods direction for just this once
