We did away with the death penalty in the 1960s, so there isn't the death penalty for treason.
We should certainly emphasise that terrorist involvement, planning and execution are treasonous. Life no parole. Foreign-born people should give their DNA and fingerprints ... and should be thrown out the country, never to return.
