I really don’t think they have a long term plan. They are comfortable in their position and will only change if their hand is forced.
This answers the question if the organization was going to go more Hardline or mainstream.

My observation the last 10 years is that most are just putting in time(wasting)
The last few times I went door to door for a 3 hour reporting period maybe 3 doors were knocked on and my Mrs and the other guys wife talked about what brand of white rum tasted the best with Coca Cola.
Tim hortons and personal errands is what field service has become. No one cares
