If you were to ask 100 people on the street, a few might be familiar enough with Jehovah's Witnesses to know that they distribute literature, but not one of them would understand the message itself.
If you were to ask 100 typical JW's, (only) a few might be familiar enough with JW doctrine to have any chance of explaining it to others.
Not enough disfellowshipping or reproving of perverts. New ones need to know if any in the congregation have perverse traits, so that they can steer clear and protect themselves.

There was always fornicators and adulterers but those actions aren't necessarily considered sexaul perversions.
