When the bible talks about the rod of discipline, it does not always refer to loving guidance. I know we would like to think that God didnt mean beat little children but notice this quote directly from the bible:
"Do not hold back discipline from the mere boy. In case you beat him with the rod, he will not die. With the rod you yourself should beat him, that you may deliver his very soul from She'ol itself."
Prov. 23:13,14
Notice, this is how you keep him from going to Hell, you BEAT him with the rod. Also see that it's a "mere boy" (small child) that should be beaten. In this case I guess loving guidance didnt work so it's time for harder measures.
