Actually, joe, if you look at the yearly average publishers in New Zealand "growth" has spluttered for nigh on a decade or more. Small percentage growth alternating with decreases. The dropoff in baptisms - part of a worldwide trend, especially in western countries - suggests an overall shrinkage of potential growth. I grant that there is a shift of people in general moving from rural to metropolitan areas, but as you suggested, that has not obviously boosted sizes and numbers of city congregations.
