    @zboubiz - Yes, it was a law specific to Victoria in Australia that allowed him to do that, according to what he said in the podcast, which I used for my answers to your original post.

    I don't know all of the ins and outs, I just listened to the same podcast. My guess is that nobody here does know. Feel free to research and report back.
