Why was satan roaming to & from the heavens for so long before Jehovah kicked him out?what's your take on this?

The WT explanation is b/c Jeehovah was giving time to Lord Satan mislead the angels. Was a time for test to the little angels. In 1914 Lord Satan was evicted from heaven to the earth, just like the Silver Surfer.
I think the lesson behind the myth is to portrait Jahoovah as a patient father/boss.
