Surgeons and anesthesiologists are equals. An anesthesiologist does not tell a surgeon how to cut/sew a patient, and a surgeon doesn't tell the anesthesiologist how to medicate a patient.
So over what part of the marriage/family are they saying women have complete, unalterable decision-making authority?

They are being deliberately ambigous in order to confuse. If you WANT to believe they are being respecfful towards women, then you easily can, but if you are looking at it reasonably and considering what we know is their real attitude, you won't.

Does the WT treat women as equals?
Women cannot speak from the patform except for parts in the Theocratic Ministry School.
Their male children are over them.
They have to cover their head if they are speaking of God or teaching or preaching in the presence of their husband or any man not disfellowshipped. Covering their head shows they recognise that the man is their head.
No women ministers.No women elders. No women ministerial servants.
Clearly they are totally non-equal. That's why so many JW women compete with each other to look pretty and smart, and at the same time are constantly on the lookout for an immodest woman.
I noticed one interesting thing in that article in the latest WT. Did you notice, early on, the bit that says that it's likely that women back in the early days would be given organisational roles? Could they be building up to announce women ministerial servants?

Ontologically, a surgeon and anesthesiologist may be equals, but they are not in the role of an operation. A surgeon on their own may operate and heal the patient without an anesthesist (though with great pain), but anethesist on their own will not heal a patient by medicating them. Most people reading that illustration with see that the anesthesist assists the surgeon, and not the other way around.
Gen 2:24 describes the woman as not just a complement, but also as "a helper", so puts the woman in an inferior position to the man.
