Admin and mods have the power to block everybody from posting on a thread by locking it.
But there is a glitch sometimes when someone posts certain code that blocks the posting box from appearing. Most often it is users of IE that won't get the posting box but sometimes it is everyone. Sometimes I can fix it and other times the Admin, Simon has to do it.
But as someone above said if the thread is not locked you should still be able to access a posting box by clicking on the POST REPLY link at the top of the thread. Or just wait until the thread rolls over to the next page where the code no longer blocks the posting box

Just took a look and you haven't posted on any thread int he last month that has been locked so it is probably the glitch.
