so basically Steven Uthank is simply making a submission on behalf of Jehovahs witness children and the panel he is making his submission to is not a court and is not designed to lay charges against any organisation or individual. If we put our heads together we can sort out this mess.

You haven't worked it out. Sorry. You still don't know what's going on in Australia.

The Inquiry will focus on policy and the service system that supports government policy and the Panel will not consider or make recommendations regarding the circumstances of individual cases, nor review individual organisations.

Why don't we just all wait until after September 13th (that was the date for the hearing, right?) and then see what really happens?

The quote you provide is not located at the link you provide. More importantly, neither have anything to do with the criminal charges being brought on September 13 in the Magistrates' Courts of Victoria.

    Go here:

    https://dailylists.magistratesvic.com.au/search-court-lists.aspx

    Select "Criminal List"

Insert "13/09/2011" into the date field.

Choose "Latrobe Valley Magistrates'" from the dropdown list.

    Hit "Submit" button.

Christian Congregation of Jehovah's Witnesses and Faithful and Discreet Slave are on page 1 of the results.

The Governing Body of Jehovah's Witnesses are on page 2 of the results.

The two Watchtower Societies are on page 3 of results.

This is a criminal proceding. Whatever public hearing inquiry stuff you are referring to has already happened. It is a part of the actual criminal legal system now.

From my understanding, on Sept. 13th there will be five criminal hearings, one for each Watch Tower entity at the Latrobe Valley Magistrate's Court in Victoria. A judge will hear evidence from the acting prosecutor (or appointed prosecutor) and determine if there's enough evidence to indict and go to trial. I think it's almost like what grand juries do here in the US.
