In my city, we parked on the street. Parking is legal on the side where the sign designates to park--alternating sides according to what day of the week it is. Of course, if there is a lot of snow, it usually blocks traffic.
And for what? To waste people's time.
Some of the old time female JWs in my home town congregation were virtual witches, spitting venom whenever they started to critcize Babylon the Great. They didn't need to find a place to park. They flew to and around the territory. BTW I think freetobeme is kidding us with this rather unusual question.
For what it's worth, this guy has been posting on JWR with questions about how to hand out his tracts. He claims to have been personally told by God to go on this preaching spree. Good times!
