What I don't understand is why, if all these agencies have "disaster drills" and "preparedness exercises" why the heck aren't they any better organized? According to this report, doctors are working around the clock with little to no medical supplies. They were using a belt for a tourniquet until it broke; now they use a garden hose. Doctors are performing surgeries without oxygen or blood.
Oh...and in spite of the lacking medical supplies, the organ procurement organizations are managing to "harvest".
