Mexican JWs have always been treated different than other JWs.
Certainly no problems here with JWs swimming thru croc infested waters!

Correct me if I'm wrong but wasn't it the Mexican government that ordered a ban on all meetings of any kind including restaurants and theaters?

Silly villabo! It was Jehovah's idea first! He inspired the government to ban meetings before he phoned Bethel. Allrighty?

Will they still claim it is target specific, or will they say Jehovah's not at fault for collateral damage?
