They could be pulling a "Nortel": they have finally realized that they are not worth as much as everyone thought, so they must begin the downsizing process. Unfortunately for Nortel, that also commenced a death spiral from which they have yet to recover.
Downsizing is a dangerous activity. It could not only send the wrong signal, but could drastically impede growth.
But, realistically, they are tightning up operations to not only increase profits, but to keep a firm control by constantly upholding the notion that these changes indicate we are "near the end".
